The “USALAMA NI UAMINIFU –Enhancing Trust between the community and the police in Northern Kenya” is a two-year project funded by The Global Community Engagement and Resilience Fund (GCERF) and is implemented jointly by three Consortium partners [REGIONAL PASTORALIST PEACE LINK (RPPL) being the lead partner, African Child Development Organization (ACDO), and Action For Sustainable Change (AFOSC)]. This project will be carried out in the Counties of Garissa, Isiolo and Mandera, with specific focus in Isiolo Sub-County, Mandera East and Township Sub-County in Garissa.

This consortium is acutely aware of complexities in empathy, trust, and intergroup perceptions between the communities and the security structures in the proposed counties of implementation. Furthermore, PVE efforts in Isiolo, Garissa, and Mandera counties face significant challenges, especially from the perspectives of the relationship between local communities and the security agencies as elicited in the County Action Plan (CAPs) of the three counties. This program seeks to properly frame, resource, and implement activities to strengthen the platforms for addressing community-security actors relations resulting in more effective collaboration in addressing a wide range of public safety problems including violent extremism. EWER mechanism is a critical component in the realization of the objectives of the programme. The recommendations from the baseline survey indicated the need for supporting the establishment of EWER Centres in Isiolo, Garissa and Mandera counties. Early Warning and Early Response (EWER) systems are critical tools in contemporary conflict prevention and peace building. In the face of increasingly complex conflicts dynamic in Isiolo, Garissa and Mandera Counties: that have had a significant impact on the community-security relations, the need to devote support to the establishment of EWER systems is paramount. The EWER mechanism will focus on the collection and dissemination of early warning data and information to stakeholders with the intention of informing decision makers for intervention. This guide for the establishment of EWER mechanism is intended to incorporate and strengthen;1. timely and relevant response;2. collection and dissemination of early warning data/information;3. Ability to not only predict conflict, but preventing it as well; and,4. inclusion of feedback loop between the community and the security actors. This EWER guide will act as a critical step in ensuring that EWER centres are fit for purpose, acknowledges local contexts, as well as being sustainable. Scope of work and deliverables The Conflict Early Warning, Early Response Expert will provide support to RPPL and its consortium partners aimed at strengthening and further improving the EWER system. This support is provided as follow up to recommendations made during the design phase of the programme as well as the community-security actors engagement sessions in Isiolo, Garissa and Mandera counties.
